Released v0.3.0 of Fossilizer - now it speaks Mastodon API to do incremental backups after the initial ingest of export archives

Also submitted an upstream bugfix to megalodon-rs discovered along the way
The static site templates can still use some work, but my toot archive isn't entirely shabby. And it works on github pages just fine
